Social Minister: Apply PKH Access for Papua and West Papua Areas
Minister of Social Affairs Idrus Marham said as many as 391 families in Asmat regency starting from February 2018 will receive Social Assistance Program Family of Hope (PKH), this number increased compared to 2017 as many as 175 KPM.

Mensos said the total budget to be distributed is Rp798 million for 391 KPM. February will be liquid for the first stage.
To smooth the process of taking non-cash PKH, he added, PKH Assistant will be deployed intensively to assist KPM. Similarly, a team from BRI will be alerted during disbursement.
“Currently, there are 4 PKH Assistants and 1 PKH Operator in Asmat Regency, and is in the process of preparing additional companions so that the amount is proportional,” explained Social Minister.
Meanwhile, Director General of Social Protection and Social Security (DG Linjamsos) Ministry of Social Affairs Harry Hikmat said starting from 2018, for Papua and West Papua region will be applied PKH Access. Namely PKH channeled for Disadvantaged, Remote, and Outermost.
Disadvantaged, according to Harry, is a relatively undeveloped area of administration, community, human resources, governance, etc. While Remote areas are difficult to access, basic facilities and basic infrastructure is minimal. And called Terluar because it borders directly with neighboring countries.
“There are basic differences in access PKH and regular PKH, one of them is for liquidation stage, if for regular PKH is 4 times a year, while for access to liquid PKH 2 times a year,” he explained.
Another difference, he continued, is the PKH requirement which generally applies in accordance with the provisions, then for PKH Access requirements to become PKH participants are reduced. Even if it is possible for certain areas of education and health verification to be done with soft conditionals.
“Soft conditionals can be communal obligations in regions with minimal education and health facilities,” said the Director General.
As is known, PKH is a conditional social assistance program implemented by the Ministry of Social Affairs since 2007. The program is internationally known as the Conditional Cash Transfers (CCT) program or the Conditional Cash Transfer program.
PKH aims to improve the accessibility of education, health and social welfare services; reduce the burden on the expenditure of poor families; and in the long run can break the chain of poverty and inequality.
PKH recipients must fulfill the health components of pregnant women and / or mothers with children under five years of age, fulfilling the educational component of having school-age children from primary-high schools, or within those families with severe and / or elderly persons over 70 years of age.
“Through PKH Bansos I hope PKH can increase people’s purchasing power, help children get good nutrition, and ease the cost of children’s education,” he hoped.
The Ministry of Social Affairs, he added, has also sent a team to Asmat to comb families in other districts that meet the criteria for PKH assistance. “It still allows an additional PKH recipient,” said Harry.
