Minister for Village, Development Of Disadvantage Region and Transmigration (Mendes PDTT), Eko Putro Sandjojo asserted, the village fund initiated merely a stimulus to trigger the independence of the village. According to him, the biggest challenge to succeed the program is precisely on the readiness of Human Resources (HR).
“Because the village head (Kadesnya) keeps changing, the village has been trained tomorrow,” he said in Jakarta on Thursday (3/8).
Minister Eko acknowledged that the village government and even the regency are not ready when the village funds firstly given in 2015. Because there are still many village chiefs who only complete education at the elementary and junior high.
“But if it does not start again anymore, if it starts, baby can not run immediately, the village will do that, but we will fix it together, it is still practice,” he said.
Nevertheless, the next village fund that was disbursed in 2016 turned out to show a significant success. Dana village of 66 884 KM was able to build village roads, bridges KM 511.9, 1819 Village Market Unit, Unit 14 034 wells, 686 units of ponds, drainage 65 998, 12 596 irrigation units, 11 296 units of early childhood, Polindes Unit 3133, IHC 7524, 38 184 units of retaining , 1,373 units of boat moorings, 16,295 clean water units, and 37,368 MCK units.
“But the village funds, although Rp60 trillion, are distributed to all villages only Rp800 million per village, but there is an element of equity,” he said.
For this purpose, the central government facilitated the village by establishing the Task Force (Satuan Tugas) of village funds and village counselors. The village fund task force, in this case, is an effort to involve the active participation of the villagers, especially with regard to indications of abuse.
“If there are indications of violations can be reported to the call center 1500040. So can I directly send the Task Force report. If the district is not perfect does not mean we will keep an eye on personal escort. But equally we improve,” he said.
He also emphasized the importance of the role of local government, especially the regents in the success of the village fund program. “Most important is the commitment of local governments in this regent,” he said
